Nothing in this Policy, Procedure and Information Manual for the Illinois Scientific Surveys is to be construed as a contract. It is not the intent of this manual to establish a contractual agreement between the Board of Natural Resources and Conservation, the Department of Natural Resources and its staff members. Employment by the Board of Natural Resources and Conservation is at the will of said employer, and either the employer or the staff member may at any time terminate the employment relationship with or without cause. Written or oral statements made to a staff member are not to be interpreted in any way that alters the at will employment relationship. The Board of Natural Resources and Conservation may change any terms or conditions of employment, whether these are stated in the manual or are established through employment practices. All staff members of the Scientific Surveys are governed by the Board of Natural Resources and Conservation and are exempt from the Illinois Personnel Code.
