BlandingsDrez.JPGThe objective of the Urban Biotic Assessment Program (UBAP) is to provide the Illinois Tollway with the ecological expertise needed to effectively and efficiently comply with state and federal environmental regulations, while also preserving habitats and species native to the Chicago Metropolitan Area.

INHS began its partnership with the Tollway in 2005, monitoring the endangered Blanding’s Turtle populations affected by the construction of the I355 extension.



The Illinois Tollway is undertaking construction of new facilities and improvement of existing facilities following a long-range plan called the “Move Illinois Program.” INHS-UBAP will conduct surveys of affected areas and monitor mitigation efforts to ensure compliance with state and federal environmental regulations, as well as ensuring money is not wasted on ineffective mitigation strategies.

  • Pre-construction
    • survey for endangered and threatened species,
    • develop conservation plans
  • Post-construction
    • evaluate response of aquatic ecosystems to construction activities,
  • Evaluate mitigation efforts including:
    • survival of head-started turtles,
    • survival of translocated freshwater mussels, and
    • performance of bioswales
